Dr Arjun Singh is the Managing Director of Sakthi Aviation Consultancy Services Private Limited. He was a Program Director for US-India Aviation Cooperation Program (ACP) in Indo-American Chamber of Commerce (IACC), PHD House, New Delhi. Prior to joining ACP, he was Secretary to Ajay Prasad’s Committee on “Futuristic Air Navigation System Master Plan” and completed the task in Feb-2008. This report was submitted to Ministry of Civil Aviation, Government of India, for acceptance and implementation.
Dr Singh has enriched experience in Project Monitoring & Implementation; CNS/ATM Planning, Installation, Testing, Commissioning and Maintenance. He has worked as Joint General Manager (Communication), in Directorate of Communication, Navigation and Surveillance-Planning in AAI, Corporate Head Quarter, New Delhi, and played a key role in implementation of Indian Space Based Augmentation System (SBAS), i.e., GPS Aided GEO Augmented Navigation (GAGAN) – GNSS which is the next generation technology. He was also responsible for planning and implementation of Ground Based Augmentation System (GBAS) at Delhi and Mumbai airports. Both the technologies are still under implementation. He has also worked as Joint General Manager (Communication), in Directorate of Communication, Navigation and Surveillance – Operation and Maintenance in AAI, Corporate Head Quarter, New Delhi, and monitored of the status of CNS facilities at 140 airports. In addition to this, he advised stations on maintenance of CNS facilities, analysing the fault reports of the equipment and apprising the status to the Board of Directors, AAI, and suggested strategy for maintenance of the CNS facilities at the airports. Additionally, he has worked as Deputy General Manager (Communication), in Directorate of Radio Construction and Development Unit of AAI and played key lead role for site selection, issue of list of civil and electrical works, installation, testing of CNS equipment and finally, air calibrating the facilities for commissioning in coordination of CHQ, AAI. He also did the feasibility and cost benefit analysis of whether India needs SBAS or GBAS. SBAS is the solution and this technology is under implementation as GAGAN project.
Dr Singh joined DGCA-India, Ministry of Civil Aviation (MoCA) as “Group A” officer in year 1983. Since then he has worked in various capacities at different airports. Prior to the Central Govt. job, he served the State Government as lecturer in Polytechnic College, Lucknow (U.P) for five years. As for Dr Singh’s academic qualifications, he did his Bachelor of Engineering from M.M.M. Engineering College, Gorakhpur (UP) in 1977 and Master of Business Administration (Finance) in 1993. He also received M.E. degree in Microwave and Radar Engineering from Osmania University, Hyderabad (A.P.) in the year 1995 and received Ph.D. (Electronic and Communication Engineering) degree in the year 2005 from Osmania University, Hyderabad (AP). He is also a Chartered Engineer from The Institution of Electronics and Telecommunication Engineers, New Delhi.


Mr. M. S. Bhargava holds a degree in Electronics & Communication Engineering from Institution of Engineers (India), Kolkata, Post Graduate Diploma in Computer Technology & Applications from M.B.M. Engineering College, Jodhpur, and Post Graduate Diploma in Management from Kota University, Kota and Post Graduate Diploma in Marketing from Kota University, Kota.

His previous assignment was as the General Manager of M/s Turbo Consultancy Services Pvt. Ltd., New Delhi looking after overall operations of the company. In his leadership M/s Turbo Consultancy Services Pvt. Ltd., New Delhi has delivered First Indian Export Project in the field of Security & Surveillance Equipments / Systems (Close Circuit Television Systems, Fire Alarm Systems & Public Address Systems) to Chittagong Port Authority, Chittagong, Bangladesh in the year 2007.

Mr. M. S. Bhargava has also worked with M/s Maharashtra Electronics Corporation Limited (MELTRON), New Delhi, a Government of Maharashtra Enterprises. He has 36 years very rich Techno-Commercial experience especially with various Government Departments.


Mr. D. K. Behera, holds a post graduate degree in science (Physics with Electronics as special paper). He has rendered 32 years of service in Airports Authority of India (AAI), the Air Navigation Service Provider in India in various capacity.

An ICAO designated ATM Expert on A-CDM, he has experience in leading, overseeing Air Traffic Management Projects and coordinating activities running nationwide. Superior understanding of Airport Operations and strong history of devising precise and targeted business operations plans, reviewing performance and driving change are some of his attributes. Adaptive and deadline-oriented with capacity to execute and complete multiple projects in high-stress environments as well as meticulous leadership qualities and strategic planning with comprehensive managerial acumen are some special attributes to his illustrious career.

His functions included, inter alia, heading Integrated Planning Group for planning and execution of projects related to Air Traffic Management, development and evaluation of Key Performance indicators (KPIs) against strategic initiatives and business process improvement initiatives regarding Air Traffic Management in India, Strategic planning for procurement of Air Navigation Services equipment for installation and commissioning all over India, supported regulatory compliance by overseeing all audits to verify protocol adherence, project management, milestone tracking and performance analysis against strategic growth initiatives and long-range plans.

He acquired all procedural and radar ratings for all ATC Units of Kolkata having overly complex continental as well as oceanic airspace of Bay of Bengal. In addition to the professional qualifications he worked in the CNS Planning Directorate at Corporate Headquarters of AAI. His responsibilities included Supervision of Procurement, Installation, testing, and commissioning of Automation Systems at various Airports in India. Also, he has the expertise in Preparation of Qualitative Requirements and Specifications for various equipment, simulators, and technical evaluation etc. until site acceptance test of the systems/equipment.

While working in the integrated Planning Group, besides planning, supervision and execution of projects he spearheaded the Deployment and Implementation of A-CDM Projects at Seven Major Airports in India, viz. Mumbai, Chennai, Kolkata, Jaipur, Ahmedabad, Guwahati and Trivandrum, Drafted ICAO APAC Regional ACDM Implementation Plan as a team member from India, Optimized A-CDM Development Plan by implementing effective stakeholder-driven design review process.

He worked at Civil Aviation Training College (CATC) of AAI from 1999 to 2004, Performed instructional job in procedural and radar training units, defined and articulated learning outcomes, including measurements, performance metrics and changes to improve trainee, worked as a designated Subject Matter Expert (SME) for the course development unit, successfully completed Instructional Development Programme (IDP) and PANS-OPS Instrument Approach Procedure courses, Oversaw day-to-day operations, including managing curriculum implementation and continuous improvement of industry best practices.

He was elected as Executive Vice President of IFATCA for Asia Pacific Region (EVP-ASP) from 2011-13. Also, he was Member of CANSO Human Resources Working Group (HRWG) and Customer Relations Working Group (CRWG).


Mr. Dhiraj Soni is a licensed Commercial Pilot by Directorate General of Civil Aviation (DGCA)-India, Civil Aviation Authority (CAA)-New Zealand and Civil Aviation Safety Authority (CASA)-Australia. He completed his Commercial Pilot training along with Instrument Rating from Helipro Aviation Training Pvt. Ltd., New Zealand in the year 2010. In addition to being a Commercial Pilot License holder, he is a member of Aeronautical Society of India, New Delhi and Royal Aeronautical Society, London and holds a degree in Aviation Management.

With over 14 years of experience in the aviation sector, Mr. Soni has successfully worked with clients such as Hyatt Regency, New Delhi; Damodar Valley Corporation, West Bengal; Supreme Housing & Hospitality, Mumbai; to name a few.

A versatile individual, Mr. Dhiraj Soni is also a professional Multimedia and Web Designer and has industrial experience as a Digital Illustrator. He is recognized for professionalism, positive attitude, commitment to excellence and an ability to communicate and interact effectively with associates and clients.


Mr. Hemchand Sharma has extensive experience as a professional and an entrepreneur in the field of Information Technology (IT), Manufacturing, Finance. He has worked in Techbooks for a reputed IT company where he headed the online digitization team in various projects. He founded Pinpoint Media Private Limited, an interactive media company, in the year 2008 and has also diversified in manufacturing plant of GH Packaging Private Limited. In addition to the above, he is heading IT projects in Sakthi Aviation Consultancy Services (P) Ltd. He holds a Bachelors Degree in Information Technology & Management (BITM) from Utkal University, Bhubaneswar, Orissa.


Mr. Harsh Enkhia is the Co-Founder and Principal Architect at HS-Associates – a specialized Architecture-Interior Design Firm, established in April 2015 in New Delhi, India. Mr. Enkhia has worked with one of the leading Architectural Design and Project Management practices in & around New Delhi for last more than 15 years. With his vast experience in design, consultancy and Management services, he founded HS-Associates with the aspiration of providing excellence in design and quality of service. He has worked with Archetype-India as Lead Design Manager, where he was involved with Design Management of Hyatt Place Gurgaon & Grand Hyatt-Colombo-Sri Lanka apart from this he was also involved in Courtyard & Fairfield Inn by Marriott at Bangalore & Chennai owned by SAMHI Group.
